Challenge

The South Carolina Emergency Management Division (SCEMD) plays a critical role in preparing for, responding to, and recovering from emergencies across the state. From hurricanes and flooding to public safety alerts, the organization must communicate clearly and quickly with a wide range of audiences.

Solution

We reimagined the SCEMD website around three core pillars: clarity in crisis, intuitive access to critical information, and scalability for real-time updates.

  1. Clear, Action-Oriented User Journeys — The site was redesigned to prioritize how to prepare, what to do during an emergency, and where to get help after. Streamlined navigation and prominent calls-to-action guide users quickly to evacuation information, shelter resources, and live updates.
  2. Structured, Scalable Content Architecture — We implemented a flexible content model that allows SCEMD staff to rapidly publish alerts, updates, and resources during evolving situations. Information is organized by emergency type and user intent, ensuring consistency and clarity even under pressure.
  3. Mobile-First, Accessible Design — Recognizing that many users access information during emergencies on mobile devices, the experience was optimized for speed, readability, and accessibility. Clear visual hierarchy, plain language, and ADA-conscious design ensure information is usable for all South Carolinians.
